This actually is football-related. It's also how times have changed related. I found it in the News-Herald while I was looking up stuff for the Franklin site.
Apparently the powers-that-be in northwestern Pennsylvania were thinking about forming football leagues according to school enrollment, which I thought were interesting as compared to today.
